Ruth Bailey and Lise-Anne Boissiere
Executive Directors of People and Organisational Effectiveness
Lise-Anne Boissiere and Ruth Bailey lead the People and Organisational Effectiveness Directorate on a job-share basis. Together they are responsible for ensuring the NMC runs well, with quality people and processes focused on continuous improvement.
Lise-Anne and Ruth bring executive experience across a range of corporate disciplines including people, change, governance and strategy. They most recently worked together at the Department for Levelling up, Housing and Communities. Lise-Anne was the Director for Strategy and Private Offices and Ruth was the HR Director, and they jointly managed the organisational response to Brexit and Covid. Prior to this, Lise-Anne worked in senior leadership roles in the UK Civil Service on equality and human rights, housing, tourism and media, and Ruth led the HR Directorates in CQC and the Cabinet Office.
Ruth is also a non-Executive Director for Hertfordshire and West Essex & South West London Integrated Care Boards, and has worked as an HR consultant both nationally and internationally.
